I can reply on some topics but not all threads will allow me to do so.

May just be worth reinstalling tapatalk if you don't have much setup on it. Certainly nothing on the forum that allows it to block full forums from replies bar the obvious mod privileges. If a thread is closed you may still be able to view it but not reply but there should be symbols showing that it is closed(plus not many closed threads exist)
I've just logged out and then back in again and now all the forums are available
