Little red Bell doesn't light up anymore

No I haven't got a sexual problem 🙂 but around the same time that the " x " appeared at the top of posts the alert button ( little bell just look at the top of this page ) works when it feels like. Is it a glitch or something that I've adjusted? Thank You......
