I think the key problem here is, the club wants to outsource everything it doesn't consider to be part of its core business.
It simply doesn't care enough to bring certain functions in-house and offer something more bespoke to the fans - whether it be kits, shop, concessions, catering - or even, the development of our over-18 youth players. It all gets outsourced.
The club just wants a flat-rate deal with third parties for all the things you'd need in a fanzone - deals where the club gets some guaranteed income, and then the specifics of how the thing is operated and staffed is a problem for the contractor, not the club.
With the club having that mindset, I don't see how a club-run, club-organised fanzone ever gets off the ground.
Their first instinct would be, they'd want to outsource it, and at the same time, they'd want to make money off it.
