I believe the deal was done on 10th June but why the announcement is being withheld I don't know.I think its fairly obvious from this summers recruitment that something has definitely changed in the background.

Then in the summer commit to spending £1.5m on a new pitch, £6m on Devine, around £4m on Leroy and Clarke with more apparently to come.
Personally I think it is the Hemmings that are doing this, IE still funding the club as we speak, but as these transfer fees are paid in instalments they will be confident or maybe have it guaranteed that they will not be the owners when the next instalments are due. I just can't see why they would suddenly change approach so drastically when they are looking to sell anyway.
I think there is a good chance Zedan is rubber stamping these moves, as it will be him who funds it going forwards.
