Two situations are different if my understanding is correct. In the case of Campbell we agreed a fee with Charlton and personal terms with the player but he the decided to stay out for family reasons.
Mills wants to come but is being blocked from doing so by Oxford.

Why on earth would Neil leave Millwall to come here right now?
