It's turned off because if you delete a thread which other people have replied to, you're basically deleting other people's posts.

Easy - your doing the ironing and you fall over, iron hits the mouse which is hovering over start new thread.

Sorry, I should have been more clear. I meant if the thread starter deletes their original post before it is replied to, the thread will be removed from the forum index.
